Millbrook homeowner’s enjoy a beautiful community with lovely waterfront grounds. To continue to enjoy a well kept community, we must, as Homeowners, respect and take care of our neighborhood. This includes the lake swimming and boat areas as well as our properties and the roads in front of our properties. Most of the people who live in our community take reasonable care of our common facilities and pick up after themselves, but some people (which may or may not be residents) leave a mess for others to clean up. ’We have had many outsiders using our facilities and although we cannot keep them off the beach, we can keep them from crossing Millbrook property and keep them from using our docks and picnic tables. Within the past year, we have had to retrieve a picnic table from the stream, repair two picnic tables which somebody continues to move by dragging them across the lawn, the two benches are constantly moved and are in need of repair, glass beer bottles are smashed in the burning pit next to the swim area and this year, our maintenance dock was burned as a result of someone building a fire adjacent to the dock. As you may have noticed, the picnic tables and benches have been in an attempt to limit the damage that occurs when they are moved
We have had numerous complaints concerning domestic animals, i.e.; pets that are running loose in the development and on the beach area. First, dogs are not permitted on the beach area however they may be left loose at the boat ramp under supervision. Rules and regulations state that dogs are not permitted to run loose in the development. There is a Pike County ordinance that prohibits cats & dogs running loose in the county. Strays that are observed running loose should be reported to Pike County POC, Mr. James Rickert @ 570-488-9562.
We must work together to address these problems. First, we all need to display Millbrook stickers on our vehicles and boats second; we all need to display a Millbrook identification tag when using the facilities. Those who object to putting these tags on their swim suits can simply display them on their beach bag or towel. Then homeowner’s could identify who is in fact a Millbrook resident and inform outsiders that this is a private community.
Tags for vehicles, boats, and individuals are available by contacting Joe Pizzo. Joe has the identification stickers & plates which are required on all unlicensed vehicles. Figure 1 shows the type of Millbrook tags which are required on all cars, trucks, and boat trailers. Figure 2 is the identification tag that residents should display while on the beach. Figure 3 is a sample of the license plates required on all recreational vehicles used in Millbrook community property.
In an effort to prevent outsiders from using the boat ramp, we will be installing an automatic gate which will be controlled by an RFID card. Each Homeowner will receive 2 cards which are to be used by them and/or their family. Simply wave the card near the card reader when entering the boat parking lot and the gate will open. When leaving, you simply drive your vehicle to the gate and the gate will automatically open. This is triggered by a wire under the macadam. These cards will be assigned an identification code that can be removed from the system if someone looses their card, misuses their access rights, sells their home, and does not turn in the card or if someone is delinquent in their dues. Replacement cards will be available for $60 each.
We all must work together to keep our community from becoming littered and spoiled like some of the older communities around the lake. We can simply say, so what, and let people and their guests do whatever they want to or we can follow our few Millbrook Rules and Regulations and begin challenging outsiders at the Lake. The alternative to this problem is hiring security guards to police the area, hiring contractors to do all the maintenance work and increasing the dues to cover these additional expenses.
It is our community and our money and we need everyone to help.
Finally, if you rent your property or allow your family or friends use of your home, we ask that you make them aware of our few rules and regulations. We would suggest that the rules and regulations be posted where anyone using your home and our community property can read them.
